Citizen Comment
Dot Jarkow, 26781 N. Kane Drive announced School District 118 voted themselves a 17 million dollar cash bond without the public voting on it. She is in the process of getting a petition together to force the district to take it to a referendum.
Approval of the September 10, 2009 Board Meeting Minutes
Trustee Koehl suggested an addition to page 5 of the minutes.
Motion by Trustee Lennon, second by Trustee Koehl to approve the September 10, 2009 Board Meeting Minutes as amended.

Approval of Purchase Orders
Motion by Trustee McIntyre, second by Trustee Brindise to approve the purchase order for Taylor Rental Party Plus in the amount of $305.00 for a blow up castle obstacle course for the Halloween party.

Approval of the Bills Payables
Trustee McIntyre noted a typo on page 11, explained what the Frank Low Insurance invoice was for and asked to strike #15998 for Com Ed. Trustee Koehl referred to page 2, page 6 and page 7 with questions and clarifications, and suggested striking #16126 for Com Ed.
Motion by Trustee McIntyre, second by Trustee Lennon to approve the Bill’s Payables as amended.

Report of Officers
Director of Public Works – Charles Schmidt
A copy of the August 2009 Public Works Monthly Report was included in the board packet. Director Schmidt was in attendance to answer questions from the board members.
Chief of Police – Glenn Leonard
A copy of the August 2009 Police Department Report was included in the board packet. Chief Leonard was in attendance to answer questions from the board members.
Report of Park & Recreation Advisory Board
A representative from the Park and Advisory Board gave a brief overview of their meeting held on September 21st and announced they will be hosting a Star Gazing event in early November and a Christmas party in December.
President’s Report: Todd Weihofen
Announced we will be claiming the Kirk Homes bond and Wegner Road will be paved either tomorrow or Monday. He attended the Council of Mayors dinner where they discussed senate bill #286 that would benefit municipalities by assuring notification of foreclosures.
Trustee McIntyre
Nothing at this time.
Trustee Beach
Excited the park board members are working well together and would like to get more signs up for the Halloween party that will be held at Morrison Park instead of Heritage Park this year.
Trustee Brindise
Attended the park and recreation meeting where they discussed purchasing an informational sign to install in front of Morrison Park. He also suggested possibly purchasing a screen and projector for next season’s movie in the park since it was so expensive to rent. He also thanked the public works, police department and volunteers that helped at the Dollars for Scholars Car Show that rose over $2,000.00 for their scholarship fund.
Trustee Lennon
Announced that she and Chief Leonard have discussed hiring police officers and the Police Committee will meeting to discuss this.
Trustee Koehl
Congratulated Trustee Brindise on raising money for Dollars for Scholars. Trustee Koehl announced he attended the Neighborhood Watch Meeting and gave an update on the sales tax project he is working on.
Trustee Lonigro
He spoke with a representative from Foster Premier (the homeowners association for Kirk Homes) and she informed him Kirk Homes will be going back to court on October 6th to try and remain in business. If they fail and have to liquidate, the next step will be for the homeowners to petition to get the association turned over to the homeowners.
Old Business:
1. Approval of the Garbage RFP
The Board discussed and made changes to the Instructions to Bidders documents.
Motion by Trustee McIntyre, second by Trustee Lonigro to approve the Instructions to Bidders for the Village of Lakemoor as amended.

2. Discussion of Lakemoor Gardens Annexation Agreement
Attorney Waggoner informed the board that the Plan Commission met on this issue and made a recommendation to the board for the approval of change to the comprehensive plan from the estate residential to the duplex townhome designation. Also, she was out of her office all day and when she returned later in the day there was another version of the annexation agreement that she did not have time to review before this meeting.
President Weihofen called a Committee of the Whole Meeting for Thursday, October 1st at 7:00 p.m. at the Village Hall.
Motion by Trustee Lennon, second by Trustee McIntyre to table items 2, 3, 4, 5, 6 and 7 under Old Business.

After discussion, the Board agreed to direct Attorney Waggoner to draft an agreement.
2. Unit 8 Road Improvements Contract
Motion by Trustee Lonigro, second by Trustee McIntyre to table the Unit 8 Road Improvements Contract.

4. Discussion of Lakemoor Golf Club Application
The Board discussed the request of the Golf Club to let them proceed under the old application and the Board decided the Golf Club would have to reapply.

Motion by Trustee Brindise, second by Trustee Koehl to add Kirk Homes to Executive Session.
