Commonwealth Edison Representative Dean Brewer was in attendance to answer questions from the board members regarding the Com Ed invoices.

 

Approval of the October 8, 2009 Board Meeting Minutes

 

Trustee Koehl noted a correction on page 2 and page 5.

Trustee Lennon presented two $16.00 invoices from the Illinois State Police Bureau of Identification for Uniform Information Act Name Inquiries to be added to the bills payables.

 

Approval of the Bill’s Payables

 

Trustee McIntyre said to release the hold of the Com Ed bills.

 

Motion by Trustee McIntyre, second by Trustee Lonigro to approve the Bill’s Payables with the addition of the two Illinois State Police Bureau of Identification invoices.

Acceptance of the September 2009 Collection Report

 

Motion by Trustee McIntyre, second by Trustee Lennon to accept the corrected September 2009 Collection report with the addition of $9,641.90 in the Motor Fuel Tax line item and the corrected total of $272,253.35.

Report of Officers:

 

Director of Public Works - Charles Schmidt

 

A copy of the September 2009 Public Works Monthly Report was included in the board packet. Director Schmidt was in attendance to answer questions from the board members.

 

Chief of Police - Glenn Leonard

 

A copy of the September 2009 Police Department Report was included in the board packet. Chief Leonard was in attendance to answer questions from the board members.

 

President’s Report – Todd Weihofen

 

President Weihofen announced he attended the Route 120 Corridor Meeting on October 14th and the Unified Vision was approved.

 

He asked the board if they would like to keep just one meeting in November due to Thanksgiving. The Board Members agreed to keep the meeting on November 12th.

 

Trustee Reports:

 

Trustee McIntyre – Nothing at this time.

 

Trustee Beach

 

Would like to hand out poinsettias to the business owners in the Village.

 

Trustee Brindise – absent

Trustee Lennon – Announced there was a Police Committee Meeting on October 15th where five police candidates were interviewed.

 

Trustee Koehl – Inquired on how the garbage bid was proceeding.

 

Trustee Lonigro – He stated Foster Premier is waiting for approval from Kirk Homes’ attorney which is the next step in the process of turning over the homeowners association to the homeowners. Once the approval is received, letters will be sent to the Kirk Homes residents.

 

Old Business:

 

1. Discussion of the Lakemoor Gardens Annexation Agreement

 

President Weihofen announced a last minute change requested by Mr. Swanson. He asked that the 1990 Building Code be grandfathered in.

 

A long discussion ensued which resulted in President Weihofen taking a poll from the Board Members and the all agreed to allow the code be grandfathered in except Trustee Beach and Trustee Koehl.

 

Trustee Brindise arrived at the meeting at 8:03 p.m.

 

2. Ordinance Authorizing the Execution of an Annexation Agreement

 

Trustee Koehl noted changes.

 

Motion by Trustee McIntyre, second by Trustee Lennon to approve Ordinance 09-O-19 an Ordinance Authorizing the Execution of an Annexation Agreement as amended with the addition of the current code being locked in.

3. Ordinance Approving an Amendment of the Village of Lakemoor Comprehensive Plan

 

Motion by Trustee McIntyre, second by Trustee Lennon to approve Ordinance 09-O-20 an Ordinance Providing for the Amendment of the Comprehensive Plan and Comprehensive Planning Map by the Village of Lakemoor, McHenry and Lake Counties, Illinois.

4. Ordinance Annexing the Lakemoor Gardens Property

 

Motion by Trustee McIntyre, second by Trustee Beach to approve Ordinance 09-O-21 an Ordinance Providing for the Annexation of Certain Described Real Estate Known as “Lakemoor Gardens” to the Village of Lakemoor, Lake and McHenry Counties, Illinois.

5. Ordinance Amending the Text of the Village of Lakemoor Zoning Ordinance

 

Motion by Trustee McIntyre, second by Trustee Brindise to approve Ordinance 09-O-22 and Ordinance Amending the Provisions of the Village of Lakemoor Zoning Ordinance.

Trustee Koehl noted a correction in paragraph 6.

 

Motion by Trustee McIntyre, second by Trustee Lennon to approve Ordinance 09-O-23 an Ordinance Zoning Certain Territory and Granting a Conditional Use Permit for Congregate Care Housing for Lakemoor Gardens as amended.

8. Discussion of Thorton’s Service Station

 

Rick Cleas from Bluestone Retail Partners gave a brief presentation on the proposed development at the southwest corner of Route 120 and Darrell Road and answered questions from the Board Members.

 

9. Authorization to Make a Claim Against Bonds for Rockwell Place Uncompleted Work

 

Motion by Trustee McIntyre, second by Trustee Brindise to approve Resolution 09-R-12 a Resolution Concerning Subdivision Bonds for Rockwell Place Lake County, Illinois.
