June 11, 2009
A meeting of the President and Board of Trustees of the Village of Lakemoor was held on Thursday, June 11, 2009 in the Council Room at 234 West Rand Road, Lakemoor, Illinois.
Meeting opened at 7:00 PM.

Discussion and Approval of Agenda
Trustee McIntyre requested moving citizen comment after, Presentation by Evans Web Services Village Website and Presentation by Thornton’s Development.
President Weihofen requested adding Executive Session – Personnel – Performance and Dismissal after, Ordinance vacating a portion of Park Road (Ditzig / Belleno) of the agenda.
Motion by Trustee McIntyre, second by Trustee Brindise to approve the agenda as amended.

Presentation by Evans Web Service – Village Website
Representing Evans Web Services, Timothy Evans gave a presentation regarding custom web design / development for Lakemoor.net
There was some discussion by the Board regarding the web / development for Lakemoor.net

Presentation by Thornton’s, Inc. Development
Representing Thornton’s Development, Eric Soft gave a presentation regarding Thornton’s, Inc. Development. He indicated that the development of the site is more expensive than originally anticipated and requested Village assistance.
There was some discussion by the Board concerning Thornton’s, Inc. development.
Citizen Comment
Sarah Ledbetter, 203 S. Highland Drive asked the Board if they received the petition regarding enforcement of Village ordinances. She also mention concern for cars speeding on Highland Drive and asked if Police can watch for speeders.
Marc Lee Winnig, 130 Arrowhead Lane complained about Lakemoor’s Village ordinances, stating the unfairness of the ordinances.
Alan Handrock, 32447 N. Allegheny Way inquired about the Rockwell Place Roads and asked how the bonds were handled in light of Kirk bankruptcy.
Attorney Waggoner advised Alan that the Village has a meeting with Kirk representatives to discuss the bonds soon.
Rose Slaber, 28991 Sunset Drive commented on a list of ordinance violations through out the Village and asked the Board to review pictures she had taken on her camera.
President Weihofen requested that Rose print copies for the Board to review.
Approval of the May 28, 2009 Board Minutes
Motion by Trustee Lonigro, second by Trustee McIntyre to approve the May 28, 2009 Board Minutes as presented.

Motion by Trustee McIntyre, second by Trustee Brindise to approve the purchase order for Ray Chevrolet in the amount of $1,249.57 for motor & wiper kit for squad 437 & 537.

Motion by Trustee McIntyre, second by Trustee Koehl to approve purchase order for Village Car Wash in the amount of $1,625.00 for Full Service Washes for the Police vehicles from 5-09 to 5-10.

Trustee Beach Purchase Order

Motion by Trustee Beach, second by Trustee Brindise to approve purchase orders for Huemann & Sons, Inc for moving pressure tank at 333 Wegner Road.

Motion by Trustee Lonigro, second by Trustee McIntyre to approve purchase order for Northwest Herald / Daily Herald and not to exceed $2,000.00 for Classified ad to hire a Police Chief, Building Commissioner and Police Officers.

Approval of Line Item Transfer
Trustee Koehl questioned page 2 of the Line Item Transfer.
Attorney Waggoner advised the Board that she reviewed this issue with Treasurer Kirkpatrick and she advised that transferring of funds are allowed between departments.

Report of Officers:
President Report – Todd Weihofen
President Weihofen announced that bids for the construction of 333 Wegner Road, Public Works Building Site. The work consists of building demolition, site grading, asphalt paving, sanitary sewer construction.
Trustee Koehl commented that the Board should approve the bid specifications before they get published in the news paper and how the process has failed. Trustee Koehl would like for the Board to review the specs.
President Weihofen commented that 2 of the Police Officers have resigned from the Village, Officer Axelrod and Officer Joe Kresch
Committee Reports:
Trustee McIntyre: Trustee McIntyre reported about the Executive Committee Meeting
on June 4, 2009 at 7:00 PM at the Village Hall, discussion of
Lakemoorfest 2009, Personnel Policy and Executive Session
Personnel Files. Trustee McIntyre commented that he’s trying to
Keep costs down for Lakemoorfest.
Trustee Beach: Trustee Beaach commented that the Park & Recreation Advisory
Board met on June 8, 2009 at 7:15 PM at the Village Hall.
Trustee Beach reminded the Board about the Movie in the Park
and Ice Cream Social, June 20, 2009 at Heritage Park starting at
6 PM.
Trustee Beach called a Public Works Committee Meeting for June
18, 2009 at 7:00 PM at the Village Hall, discussion of the 2009
International Building Code.
Trustee Brindise: Nothing at this time.
Trustee Lennon: Absent
Trustee Koehl: Trustee Koehl commented that he thought placing an ad in the news
paper for a Chief of Police was a good idea.
Trustee Koehl commented on the Lakemoor Gardens Development
stating that Swanson development property was in foreclosure and
the sale date was June 25, 2009. Attorney Waggoner advised
that the property was in foreclosure when they
came to the Board with their presentation this past winter.
Trustee Lonigro: Trustee Lonigro commented to the Board that he received another
proposal regarding the Village website and he would like them to
come to the next Village Board meeting.
Trustee Lonigro reported to the Board that he had spoken to Bob
Clark from Tucker Development. Trustee Lonigro said Bob would be
contacting President Weihofen in the next couple of weeks to discuss
the project at Route 12 and Route 120.
Trustee Brindise left the Village Board Meeting at 7:58 PM

Resolution for Closing of Road for July 4th parade
Motion by Trustee Beach, second by Trustee Koehl to approve Resolution 09-R-09, Resolution Concerning The Closure Of Route 120 For A Fourth Of July Parade.

Motion by Trustee Koehl, second by Trustee McIntyre to table the Intergovernmental Agreement concerning use of Volo Village Road Right of Way.

Ordinance vacating a portion of Park Road (Ditzig / Belleno)
The Petitioners were present and advised that they have been maintaining the property for some time and would like to acquire legal title. Attorney Waggoner stated the draft ordinance included the grant of an easement to the Village for utilities.
Motion by Trustee Brindise, second by Trustee McIntyre to approve Ordinance 09-O-11, An Ordinance Authorizing The Vacation Of a Portion of Park Road In The Village Of Lakemoor.
