Discussion and Order of Agenda
Trustee Brindise asked that the Bike Plan Presentation be moved to the end of the agenda because they were not present yet and were coming from Chicago so they may be late. Lisa Waggoner suggested Executive Session be added to the agenda after New Business for Possible Litigation and Personnel Dismissals.
Motion by Trustee Brindise, second by Trustee Lennon to approve the agenda as amended.

Citizen Comment
Fred Garless, 40 Beacon Bay introduced himself as the Vice President of the homeowner’s association of the Ports of Sullivan Lake. He extended his appreciation to President Weihofen and the Board of Trustees for their cooperation and the police protection.
Julia Davis, 489 Willow Road expressed her dissatisfaction with the recent tree trimming that was done to the tree in front of her home. Her home is up for sale and she feels the trimming has decreased her property value. She also questioned when the web site would be updated.
Joanne Maher, (not signed in) proposed a tree maintenance policy between the Lakemoor Farms Homeowner’s Association and the Village.
Brian Schu, 635 Arbor Circle, recently elected to The Glen at Lakemoor Farms Board of Directors asked how they could be on the next Village Board Meeting Agenda, what is the situation with the bonds for their streets and wondered if the large mounds of topsoil could be leveled.
Attorney Waggoner explained the bond negotiations are in motion and the scope of work to be done before winter.
Approval of the June 25, 2009 Board Meeting Minutes
Motion by Trustee McIntyre, second by Trustee Beach to approve the June 25, 2009 Board Meeting Minutes as presented.

Approval of Purchase Orders
Motion by Trustee Beach, second by Trustee Brindise to approve and add to the Bills Payables, Accurate Plumbing in the amount of $620.00.

Trustee Brindise was given an invoice dated May 12, 2009 from McHenry Specialties in the amount of $663.00 for plaques Virginia Povidas ordered and handed out. He was under the impression she was going to pay for them and stated he does not want a purchase order generated for this invoice. President Weihofen was told today that Virginia was not paying for this invoice, she feels the Village should pay. The Board Members decided not to pay this invoice and to recover the cost from the person that placed the order.
Motion by Trustee Lennon, second by Trustee McIntyre to approve the purchase order for Blue Lion System in the amount of $8,704.00 for the police department camera system.

Approval of the Bills Payables
Motion by Trustee McIntyre, second by Trustee Brindise to approve the Bills Payables with the addition of Accurate Plumbing in the amount of $620.00.

President’s Report
President Weihofen called a Committee of the Whole Meeting at the Village Hall for Thursday, July 16, 2009 at 7:00 p.m. to discuss the budget and appropriations. He asked that all Board Members attend to help determine what can be cut.
Also, on June 30th the Lake County Sheriff’s Department along with the Lakemoor Police Department and other surrounding areas conducted roadside safety checks and stopped over 400 vehicles. President Weihofen distributed the results of the roadside safety checks to the Board Members and stated he would like to see this done more than once a year.

Trustee McIntyre
Trustee McIntyre announced there was a Lakemoorfest meeting on Tuesday
and he shaved approximately $2,400.00 off the budget. The fireworks have been
paid in full so the fireworks are still scheduled despite the false rumor that
is going around that they are not. Also, the Moose Lodge called and would like
to set up a beer tent Saturday night by the boat ramp.
They will split the revenue with the Village.
Trustee Beach
The Public Works Meeting that was scheduled for July 7, 2009 was canceled.
Trustee Brindise
Nothing at this time.
Trustee Lennon
She has acquired three volunteers for Lakemoorfest and on Saturday she is going to ask the residents in the Ports of Sullivan to volunteer an hour or two at a time. Also, she has a niece that has a pet llama that she would like to bring to Lakemoorfest.
Trustee Koehl
Nothing at this time.
Trustee Lonigro
Last Tuesday he attended the McHenry County 2030 Comprehensive Plan Land Use Workshop where they broke up into groups, took the plan apart and went through every chapter. There was a great showing with a mix of residents and board members who discussed the positives and negatives of the plan and requested changes. He stated he has one hard copy available for viewing or can e-mail the comprehensive plan.

President Weihofen announced he would like to make an annual appointment of Charles Schmidt the Director of Public Works.
Motion by Trustee McIntyre, second by Trustee Lennon to approve Charles Schmidt the Director of Public Works.

2. Letter of Credit Release – Lesperance Townhomes
President Weihofen explained the letter of credit has expired, an inspection has been done by Engineer Rooney and Mr. Lesperance needs a release letter from the Village in order to get his letter of credit back. Mr. Rooney stated he did not find anything in his inspection of the public improvements that would prevent the release. Trustee Koehl clarified that this is just for the public improvements such as sidewalks and has nothing to do with drainage or retention pond and suggested getting a maintenance bond posted.
Motion by Trustee McIntyre, second by Trustee Lonigro for the letter of credit release for Lesperance townhomes with the addition of maintenance bonds.

New Business
1. Building Permit Extensions – David & Koehl
Mark David
Mr. David distributed a copy of a list of reasons why he has not completed the construction of his new residence. After a lengthy discussion there was a motion by Trustee Lennon, second by Trustee Lonigro that the 25% has to be paid for the 120 day permit extension.
After more discussion Trustee McIntyre asked Trustee Lennon if she would like to amend her motion to 6 months and she agreed. Clerk Sikora clarified the motion was amended to a 25% fee and a 6 month permit extension. Attorney Waggoner asked Trustee Lonigro if he was acceptable to that motion amendment and he agreed.

Trustee Koehl recused himself from the meeting at 7:55 and asked to be notified when the following proceedings were over.
Camille Koehl
Mrs. Koehl stated she has a certificate of occupancy that stipulates it excludes the pool and all she has to finish is her pool which needs to be plastered and her filtration system hooked up. Director Schmidt reminded Mrs. Koehl she needs to complete the driveway. She claims she cannot complete the driveway because she has concrete trucks coming in to pour her deck which is on a separate permit. She stated the pool company is scheduled to come out next week and she estimates the driveway, pool and landscaping will be complete in the next 30 days.
Motion by Trustee Brindise, second by Kimberly Beach to table this for thirty (30) days.

2. Approval of Contract for Lakemoor Pines Drainage Repair
Motion by Trustee Lonigro, second by Trustee Lennon to approve the contract for Lakemoor Pines drainage repair to Elmwood Enterprise subject to the Village obtaining the easement from the adjacent property owner.

3. Ordinance Amending Liquor Code
Motion by Trustee McIntyre, second by Trustee Brindise to approve Ordinance #09-O-12 an Ordinance Amending Chapter 9 of the Municipal Code.

The Board discussed changes and additions.

Due to the fact that the proposals were not estimating the same work. The Board decided to give them a scope of work to follow and ask for new proposals and discuss it at the Committee of the Whole Meeting on July 16, 2009.
