President Weihofen added Executive Session, Discussion of Employee Personnel to the agenda before Old Business.

Citizen Comment
Yasmin Brown, 164 Portside expressed her concerns that Sullivan Lake is dying and would like the Village to look into saving the lake.
Scott Fritzsche, Vice President of operations at Fritzsche Industrial Park complimented the Board on the outstanding fireworks display. He stated he has been following a case the Village has been prosecuting for five years and hopes the Village pursues all the amenities that the judge has made available to the Village.
Don Allen (not signed in) announced that Swanson (Lakemoor Gardens property) is in foreclosure and claimed Buralli ignored demands to remove a barn.
Approval of the July 23, 2009 Board Meeting Minutes
Motion by Trustee Beach, second by Trustee Lennon to approve the July 23, 2009 Board Meeting Minutes.

Approval of Purchase Orders
Motion by Trustee McIntyre, second by Trustee Beach to approve the purchase order quote from Applied Micro in the amount of $1,200.00 for two Dell Mini Towers with DVD Burners.

Motion by Trustee McIntyre, second by Trustee Beach to approve the purchase order for Ryan Weihofen in the amount of $122.73 for reimbursement for stick-up lights for the port-a-potties and non-slip tape for the floors in the bathrooms at Morrison Park during Lakemoorfest.

Approval of the Bill’s Payables
Trustee McIntyre stated item #15916 should be changed to 1 Dell Mini Tower instead of 2 Dell Mini Towers.

President’s Report – Todd Weihofen
President Weihofen announced Wednesday marked 90 days that he has been in office and he thanked everyone for supporting him and giving him the opportunity to help serve his community. During this time he has met some wonderful people and had the opportunity to pass the Rental Home Ordinance which will help ensure the residents who rent property will have a safe home to live in.
He also announced he will be appointing a police chief. This appointment will show that he made a promise to the community to help bring respect and dignity back to our police force and our community.
In closing, he thanked everyone who participated and volunteered in Lakemoorfest. And a special thanks to Trustee McIntyre, without him there wouldn’t be a Lakemoorfest.

Trustee McIntyre
Trustee McIntyre announced Lakemoorfest lost approximately $4,000.00 this year due to the rainy weather.
He called an Executive Committee Meeting for Thursday, August 20th at 7:00 p.m. at the Village Hall to discuss Lakemoorfest.
Trustee Beach
Trustee Beach called a Public Works Committee Meeting for Thursday, August 20th immediately following the Executive Committee Meeting to discuss holiday decorations and salt storage.

Trustee Lennon reported that she, President Weihofen and the rest of the police committee reviewed several different candidates for police chief and decided on one.
Also, she is working on the Rental Agreement Ordinance with Attorney Waggoner.
Trustee Koehl
Trustee Koehl stated he thought there was good attendance at Lakemoorfest and he had a good time working on Saturday and Sunday.
In addition, Trustee Koehl and Trustee Lonigro met with Applied Micro to discuss the web site and he requested additional information from Terry Gaylord in regards to the sales tax project he is working on.
Trustee Lonigro
Trustee Lonigro said that this was his first year working behind the scenes at Lakemoorfest and thanked everyone for their hard work.
Also, as Trustee Koehl mentioned, they met with Applied Micro regarding the web site and as of today they basically have a shell of what it will look like. The next step will be the layout and content. There will be a lot of information to gather. The web site should be up and running in approximately one month depending on how long it takes to gather the information needed.

1. Annual Appointments
President Weihofen announced he would like to appoint attorney Lisa Waggoner for a one year term.
Motion by Trustee Koehl, second by Trustee Lennon to approve the appointment of Lisa Waggoner as the Village Attorney.

President Weihofen explained he would like to appoint Glen Leonard as Police Chief. He is a retired Illinois State Police Captain. He is highly qualified with a Bachelor of Science degree in law enforcement administration from Western Illinois University, he has his law degree from John Marshall Law School and he has been through the FBI Academy.
Motion by Trustee Koehl, second by Trustee Lennon to approve the appointment of Glen Leonard as Chief of Police pending a successful background check with a starting date of September 1st.

2. Acceptance of the June 2009 Treasurer’s Report
Trustee McIntyre noted the date on the top of the report should be changed from 2008 to 2009.

3. Acceptance of June 2009 Collection Report

4. Approval of the Contract for Water Operations
Motion by Trustee Koehl, second by Trustee Lennon to approve Manhard Consulting for the water treatment plant operational systems, Option #2 with Attorney Waggoner working with their attorney and also in the language that our employees can work with them and get trained also.

6. Camille Koehl Building Permit Extension
Trustee Koehl recused himself from the meeting at and asked to be notified when the following proceedings were over.
Motion by Trustee Beach, second by Trustee McIntyre to extend the building permit for Camille Koehl for ninety days.
