SPECIAL BOARD MEETING MINUTES

DECEMBER 19, 2007

 

 

 

A Special Board Meeting of the President and Board of Trustees of the Village of Lakemoor was held on Wednesday, December 19, 2007 in the Council Room at 234 West Rand Road, Lakemoor, Illinois.

 

The meeting opened at 7:18 P.M.

Discussion and Approval of Agenda

 

President Povidas requested that item #1, US Cellular Franchise Agreement and Ordinance listed under Old Business be deleted from the agenda.

 

Trustee McIntyre made a request to move item #1, Stan’s Office/Des Plaines Copier Machine Purchase currently listed under New Business, and place it after the Grant High School Referendum Presentation.

 

 

 

Motion by Trustee Brindise, second by Trustee McIntyre to approve the agenda as amended.

Grant High School Referendum Presentation

 

Grant High School Superintendent John Benedetti explained there will be a referendum on February 5, 2008. If approved, it will allow Grant Community High School to issue $38.5 million in bonds to expand the facility to accommodate rapid enrollment growth with no tax rate increase.

 

Stan’s Office/Des Plaines Copier Machine Purchase

 

John Bowdish representing Stan’s Office Technologies which is located in Woodstock, distributed and explained the Digital Color MFP Proposals for the police department and clerk’s office.

 

Motion by Trustee Lennon, second by Trustee Beach to purchase one Konica Minolta Bizhub C203 Digital Color MFP with the service agreement for the police department per the proposal.

Motion by Trustee Beach, second by Trustee McIntyre to purchase one Konica Minolta Bizhub C41 Digital Color MFP with the service agreement for the clerk’s office per the proposal.

Acceptance of the November 2007 Treasurer’s Report

 

Motion by Trustee McIntyre, second by Trustee Brindise to accept the November 2007 Treasurer’s Report.

Approval of the December 13, 2007 Village Board Meeting Minutes

 

A change to page one and page seven were noted.

 

Motion by Trustee Brindise, second by Trustee McIntyre to approve the December 13, 2007 Village Board Meeting Minutes as amended.

4 ayes. 1 abstain. Motion carried.

 

Approval of Purchase Orders

 

There were no purchase orders presented.

 

Trustee Beach requested an invoice from Mobil in the amount of $1,104.62 be added to the Bills Payables.

 

There was a brief discussion on whether the Village is entitled to a tax credit.

 

Approval of the Bills Payables

 

Trustee Koehl noted reference #12807, The Neighboorhood Network, listed under general ledger #01-01-617.00 should be changed to read 01-11-723.00.

 

Motion by Trustee Brindise, second by Trustee Beach to approve the Bills Payables as amended.

Acceptance of the November 2007 Collection Report

 

Motion by Trustee McIntyre, second by Trustee Koehl to accept the November 2007 Collection Report.

Report of Officers

 

Superintendent of Public Works – Charles Schmidt

 

Superintendent Schmidt was absent but a copy of his monthly report was included in the board packet.

 

Chief of Police – Wallace Frasier

 

Chief Frasier was in attendance to answer questions from the Board Members.

 

Trustee Lennon asked about the injured officer Rocky Westcott. Chief Frasier explained he is still in physical therapy.

 

Chief Frasier updated the Board on the recent kidnapping and explained they questioned a person of interest and are following up on all leads.

 

President’s Report – Virginia Povidas

 

President Povidas announced she would like to institute a Neighborhood Watch Meeting and announce it in a newsletter.

 

She read a notification from the Iron Bull Pub that they will be extending their hours on January 1, 2008 to 4:00 a.m., reminded everyone about the no smoking law that goes into effect January 1, 2008 and cancelled the December 27, 2007 Village Board Meeting.

 

In conclusion, she wished everyone a Merry Christmas and a safe New Year.

Public Hearing – 2007 Property Tax Levy Ordinance

 

The public hearing opened at 8:51 p.m.

 

President Povidas stated for the record, “The notice of the Public Hearing on the Proposed Property Tax increase for the Village of Lakemoor for 2007 was published in the Northwest Herald on December 12, 2007 and the Publisher’s Certificate of Publication is in the Village file.”

 

Attorney Waggoner distributed a copy of a letter from the Sun Times News Group apologizing for not publishing the tax levy on 12/12/07.

 

The public hearing closed at 9:00 p.m.

 

New Business:

 

Great American Contract – Lakemoorfest 2008

 

This was tabled.

 

 

 

 

 

 

Ordinance Approving Tax Levy for 2007-2008

 

Motion by Trustee McIntyre, second by Trustee Brindise to approve Ordinance 07-O-35, an Ordinance approving the 2007-2008 Tax Levy.

Appointment of a Full Time Lakemoor Police Officer (Jason Axelrod)

 

Motion by Trustee Lennon, second by Trustee Brindise to approve the appointment of Jason Axelrod as a full time Lakemoor police officer contingent upon him passing his physical.
