A meeting of the President and Board of Trustees of the Village of Lakemoor was held on Thursday, December 4, 2008 in the Council Room at 234 West Rand Road, Lakemoor, Illinois.

Trustee McIntyre requested removing, Presentation by New Horizon Pyrotechnics from the agenda, as Larry Brodin is still ill.

Amendment to Water Operations Contract with Baxter & Woodman
The Trustees reviewed a letter to amend the Water Operations agreement. The amendment would allow a charge for mileage, on a monthly basis.
Motion by Trustee Brindise, second by Trustee Weber to approve Baxter & Woodman amendment to the water operations contract, effective November 1, 2008.

Representing George Roach & Associates, P.C., George Roach gave a presentation regarding the Fiscal Year 2007 – 2008 Audit.
There was some discussion by the Board regarding the Fiscal 2007 – 2008 Audit.

Approval of the October 23, 2008 Board Minutes
Motion by Trustee Beach, second by Trustee Brindise to approve the October 23, 2008 Board Meeting Minutes as presented.

Motion by Trustee Beach, second by Trustee Koehl to approve the purchase order for Street Décor, Inc. in the amount of $2,250.00 for 25 Abe Lincoln Banners for the Village.

Motion by Trustee Beach, second by Trustee Lennon to approve the purchase order for Ashley’s Carpet in the amount of $1,110.43 for stairs and upstairs carpet in the Village Hall.

Trustee Beach would like to have a discussion regarding increases for the Electrical and Plumbing inspectors fees. Trustee Beach would like to see the fees increase to $40.00 instead of the current $25.00 which haven’t been increased for the past 10 to 12 years.
Trustee McIntyre Purchase Order
Motion by Trustee McIntyre, second by Trustee Lennon to approve the McHenry County Recorder of Deeds in the amount of $160.00 for Liens and the Lake County Recorder for 3 months of internet access subscription fee in the amount of $150.00 and add it to the Bill’s Payables.

Motion by Trustee Brindise, second by Trustee Weber to approve the Bill’s Payables with the addition of McHenry County Recorder of Deeds in the amount of $160.00, Lake County Recorder in the amount of $150.00 as amended.

Trustee Koehl had questions concerning the October 2008 Treasurer’s Report.

President Report – Virginia Povidas

Attorney Update:
Attorney Waggoner informed the Board she received an e-mail from Michael Plant regarding the ITEP Application and the lake front Beautification with no decision made so far. Attorney Waggoner wanted to follow up on the Meyer Pit purchaser application status. Bruce Larson’s Attorney contacted Attorney Waggoner asking for sample documents regarding the Meyer Pit and requested they be sent to him. Attorney Waggoner received information regarding Thornton’s Service Station application for annexation and rezoning. Attorney Waggoner hopes to set up the Zoning Board of Appeals and Planning Commission Meetings within the next 30 to 60 days.
Attorney Waggoner received information from Rick Swanson regarding the application for Lincoln Road development and their application could come to the Village within the next 60 to 90 days.
Attorney Waggoner reported on the meeting between the Village and the IDNR regarding 333 Wegner Road on November 19, 2008. Attorney Waggoner reported that Engineer Rooney and Hey and Associates, Inc. reviewed the 333 Wegner Road property addressing ecological issues. Attorney Waggoner requested that Hey and Associates, Inc. be put on the next agenda for the Board to talk to them to conduct project work at 333 Wegner Road.
Committee Reports:
Trustee Beach: Trustee Beach wanted to thank Public Works Director, Charlie
Schmidt for the Christmas decorations and lights that were done.
Trustee Beach questioned Charlie Schmidt concerning removing
snow up to the curbs and if it’s possible to look into a street
sweeper for the Village roads. Trustee Beach asked for volunteers
to help deliver the Poinsettia’s to the Village businesses. Trustee
Brindise, Trustee Weber and Trustee Koehl volunteered.
Trustee McIntyre: Trustee McIntyre called an Executive Committee Meeting for
December 8, 2008 for Employee Personnel – Grievance to be closed
session.
Trustee McIntyre informed the Board he received an e-mail from
Karl Pfizenmaier, from TAPCO regarding the flashing pedestrian
warning signs. Trustee McIntyre asked Clerk Odarczenko to contact
Karl and inform him that the Village will either need to relocate it’s
location they planned to install the flashing lights or redesign Route
120 curves and bring it up to standards for installation. Trustee
McIntyre polled the Board regarding which weekend the Village
will have Lakemoorfest 2009. Trustee McIntyre asked to have the
information regarding Blue Lion Systems be put on the next agenda.
Trustee Brindise: Nothing at this time
Trustee Lennon: Trustee Lennon asked Charlie Schmidt who is responsible for
Sullivan Lake Blvd. maintenance, meaning street lights and road
maintenance. There was some discussion regarding the maintenance
Of Sullivan Lake Blvd.
Trustee Weber: Nothing at this time.
Trustee Koehl: Trustee Koehl asked Charlie Schmidt how the Village was doing on
the salt supply and if the price of salt was reduced any. Trustee
Koehl commented on the article in the Northwest Herald featuring
Trustee Brindise. Trustee Koehl told Trustee Brindise it was a
excellent article and good PR for the car show and Dollar for
Scholars. Trustee Koehl commented on the show Wife Swap which
was aired on ABC, November 21, 2008 and the good PR it was for
for the Village.

Acceptance of Fiscal 2007 – 2008 Audit
Motion by Trustee Brindise, second by Trustee Koehl to accept the Fiscal 2007 – 2008 Audit.

333 Wegner Road Remodel -- Payout
Charlie Schmidt presented the second payout for construction work at 333 Wegner Road.
There was some discussion by the Board members concerning 333 Wegner Road payout.
Motion by Trustee Beach, second by Trustee Brindise to approve the payout to Builders Limited, Inc. in the amount of $121, 543.00 per invoice number 8409.

NEW BUSINESS:
Ordinance Approving Tax Levy for 2008 -- 2009
There was some discussion by the Board members concerning the Ordinance approving Tax Levy for 2008 – 2009. One correction was requested related to the allocation of a levy amount between Garbage and Motor Fuel Tax.
Motion by Trustee Beach, second by Trustee Lennon to approve Ordinance 08-O-21, Village Of Lakemoor, Illinois Annual Tax Levy For 2008, subject to corrections.

Ordinance Abating 2008 Special Services Area Taxes for SSA 97-1
It was noted that the SSA Tax per unit decreased for the 2008 levy.
Motion by Trustee Brindise, second by Trustee Koehl to approve Ordinance 08-O-22, Ordinance Abating Special Service Area Taxes For Special Service Area 97-1 (Burnside’s Lakemoor Farms Subdivision) And Approving The Amended Special Tax Roll.

Executive Session – Possible Litigation – Neumann Bond Claim
Attorney Waggoner advised the Board that she was contacted by representatives from the Bond Company for Neumann Homes about a meeting. She suggested to the Board to cancel executive Session and have it on the December 18, 2008 Village Board Meeting.
The consensus of the Board was to put executive Session on the next Village Board Meeting.
