              A meeting of the President and Board of Trustees of the Village of Lakemoor was held on Thursday, January 10, 2008 in the Council Room at 234 West Rand Road, Lakemoor, Illinois.

 

 

 

 

Meeting opened at 7:20 PM.

Chief Frasier introduced the new Police Officer, Jason Axelrod to the Village Board.

Officer Axelrod was welcome by all the Board Members.

 

 

 

Discussion and Approval of Agenda

 

Motion by Trustee Lennon, second by Trustee Koehl to approve the agenda as presented.

Citizen Comment

 

John Ferenzi, 28524 Wagon Trail Rd. wanted to commend the Public Works Department on a great job of snow plowing within the Village. John asked if there’s something the Village can do about residents shoveling their driveways and pushing the snow back into the street.

John inquired about the Village Board Minutes being put on the Village website in a timely manner.

John questioned the Board about Route 12 and Route 120, Tucker Development’s shopping mall and Swanson Development.

John questioned the Board about the investigation concerning official misconduct and Attorney Waggoner gave a brief update.

 

 

 

Approval of the December 19, 2007 Special Board Minutes

 

Trustee Lennon questioned page 2 of the December 19, 2007 Special Board Minutes and noted 1 change.

Motion by Trustee Beach, second by Trustee Lennon to approve the December 19, 2007, Special Board Meeting Minutes as amended.

Trustee Beach Purchase Order

 

Trustee Beach requested that the purchase order for Professional Inspection Services, Inc. in the amount of $475.00, Ace Towing & Recovery in the amount of $165.00, Oriental Trading in the amount of $400.00, Kimberly Beach in the amount of $600.00, be included in the January 10, 2008 Bill’s Payable.

 

 

Motion by Trustee Beach, second by Trustee Brindise to approve the purchase order for Petro Alliance in the amount of $1354.88 for fuel oil to heat rental unit.

Trustee Weber arrived at the Village Board Meeting at 7:35 PM

 

Motion by Trustee Beach, second by Trustee McIntyre to approve purchase order for Mike Stout in the amount of $3200.00 for 9 replacement windows and installation in the Village Hall.

Approval of the Bills Payable

 

 

Motion by Trustee McIntyre, second by Trustee Brindise to approve the Bills Payables as amended by adding the purchase order for Professional Inspection Services, Inc., Ace Towing & Recovery, Oriental Trading,  Kimberly Beach and CDS Office Tech approved this evening.

President Povidas ask the Board if they minded if the Audit Presentation was next.

 

 

Audit Presentation

 

Presentation by Scott Cruz, a representive of Knutte & Associates, P.C., he distributed and explained the Annual Financial Report for the Year Ended April 30, 2007. Mr. Cruz indicated that the Village was in a very good financial position with cash of  $5.5 million. A complete copy of the Audit is available upon request in the Clerk’s Office.

 

After several questions and observations by Trustee Koehl, corrections and changes were made to the Audit.

 

 

 

President Report – Virginia Povidas

President Povidas will make the Treasurer appointment under New Business.

 

 

 

Attorney Waggoner – Lisa Waggoner

Attorney Waggoner informed the Board of a study she received from Kirk Corporation regarding the traffic at Route 120 and Sullivan Lake Road. Attorney Waggoner told the Board that IDOT controls signal installation along Route 120 and the traffic study doesn’t warrant a traffic light at Route 120 and Sullivan Lake Road based upon December, 2007 traffic counts.

Attorney Waggoner informed the Board that several months ago Engineer Mark Rooney and Director Charlie Schmidt looked into some drainage issues at the Heaney property in Bay Oaks. Attorney Waggoner informed the Board that the property was inspected and the original subdivision engineering drawings and the covenants and restrictions were reviewed by Mark Rooney and Charlie Schmidt. The drawings show at one time the water was directed into a sedimentation basin. But the basin is no longer there and the water is directed into the wetlands. The first line of enforcement is the homeowner’s association. The Village has no right to enforce the, covenants under the declaration. The neighbors of the adjoining property could file a law suit if they want it corrected or the Village could pursuit under the storm water ordinance.

                                                commended the Public Works on a fine job of snow removal in

                                                the Village.

 

 

NEW BUSINESS:

 

Approval of Blue Cross / Blue Shield Health Insurance Renewal

 

The Trustees received the renewal quotes for the employee group health insurance and noted the rates increase 7.64 per cent.

 

Motion by Trustee Weber, second by Trustee Koehl to approve the renewal of Blue Cross / Blue Shield Health Insurance for 2008 to 2009.

Appointment for Treasurer / Brenda Kirkpatrick

 

President Povidas advised the Board that Barbara Patterson tendered her resignation due to personal time constrains. However, Brenda Kirkpatrick was working with the Village staff and is ready to take on the Treasurer position.

 

Motion by Trustee Weber, second by Trustee Brindise to accept the resignation of Barbara Patterson as Village Treasurer.
