              A meeting of the President and Board of Trustees of the Village of Lakemoor was held on   Thursday, June 14, 2007 in the Council Room at 234 West Rand Road, Lakemoor, Illinois.

Meeting opened at 7:05  PM.

Discussion and Approval of Agenda

President Povidas removed the Tree Preservation Ordinance from the agenda.

President Povidas removed  # 1, under Old Business, Scope of Accountant Contract and would like to call a Committee of the Whole Meeting for June 19, 2007 at 7:00 PM at the Village Hall. Discussion of Scope of Accountant Contract and Tree Preservation Ordinance was added.

Motion by Trustee Weber, second by Trustee Koehl to approve the agenda as amended.

Approval of the May 24, 2007  Board Minutes

Trustee Koehl questioned the May 24, 2007 Village Board Minutes. Trustee Koehl noted a change on page 2, 4 and 5.

Trustee Weber questioned page 7, on the May 24, 2007 Village Board Minutes.

Corrections and changes were made to the May 24, 2007 Board Meeting Minutes.

Motion by Trustee Koehl, second by Trustee Weber to table the May 24, 2007, Village Board Meeting Minutes.

Purchase Orders

Trustee Beach Purchase Order

Motion by Trustee Beach, second by Trustee Brindise to approve the purchase order for Castle Gardens in the amount not to exceed $4,000.00 for 15 Parkway Trees.

Trustee McIntyre Purchase Order

Motion by Trustee McIntyre, second by Trustee Beach  to approve the purchase order for Minuteman Press in the amount of $1,425.00 for the Lakemoor News Letter

Trustee Lennon Purchase Orders

Motion by Trustee Lennon, second by Trustee Weber to approve purchase order for Rainbow Collision Center in the amount of $3,008.83 for repairs on #337 the Squad car.

Approval of the Bills Payable

Trustee Koehl questioned several of the Bill’s Payables.

Motion by Trustee Beach, second by Trustee McIntyre to approve the Bills Payables with the exception of Ref. No. 11777, Kale Uniforms, Inc. in the amount of $107.00.

President Report – Virginia Povidas

President Povidas reported to the Board that the water tower cleaning was completed and there were about 49 inches of iron removed from the water tower that was inspected on Saturday, June 9, 2007. President Povidas informed the Board that the water tower will be in need of painting soon.

President Povidas informed the Board that Charlie Schmidt would like to meet with Baxter & Woodman representatives to discuss the 2007 Road Program. President Povidas stated that Charlie Schmidt doesn’t want to use all of the MFT Funds and only wants to use about $400,000 for the 2007 Road Program.

President Povidas informed the Board that if they had any changes to the Village Board Meeting Minutes that they were to contact Clerk Odarczenko before the Village Board Meeting so changes can be made before the meeting.

President Povidas read a letter from Jeff Manson indicating the excellent service the public works workers do. Mr. Manson mentioned that anytime he met with Village staff he was impressed and wanted President Povidas and the Board to know what an excellent job the staff is doing.

Attorney Waggoner – Lisa Waggoner

Nothing at this time.

Committee Reports:

Trustee Beach:                       Trustee Beach mentioned the Lakemoor News Letter and how     nice it looked and how excited she was about it.

                                                 Trustee Brindise indicated, he would like to see Clarke

                                                 Environmental Mosquito Management, Inc. telephone number

                                                 included in the News Letter’s list of phone numbers.

Trustee McIntyre:                 Trustee McIntyre reported that the Police Officers that were

                                                 shorted on payroll will get the corrections this next pay period.

                                                 Trustee McIntyre would like to have Lakemoorfest to be on the

                                                 Agenda for the 6-28-07 Village Board Meeting. To discuss

                                                 Insurance and the carnival for Lakemoorfest.

Trustee Lennon:                    Nothing at this time.

Trustee Weber:                      Nothing at this time.

Trustee Koehl:                       Nothing at this time.

OLD BUSINESS:

Scope of Accountant Contract -- Tabled

NEW BUSINESS:

Representing Kirk Development Corporation, Lon Marchel gave a presentation regarding Kirk Homes for a Final Plat Approval for Rockwell Place Neighborhood A1, and  A2, Phase 2.

A complete copy of the presentation is available upon request in the Village Clerk’s Office.

There was some discussion by the Board concerning Kirk Development.

Corrections and changes were made to the Final Plat’s of Subdivision Rockwell Place Neighborhood A1, and A2, Phase 2 in Lakemoor.

Ordinance approving Final PUD Plan/Plats for Rockwell Place, NA1, Phase 2 and NA2, Phase 2.

Motion by Trustee Koehl, second by Trustee Weber to approve Ordinance 07-O-18, An Ordinance Approving A Final Plat and Final Planned Unit Development Plan for Rockwell Place, Neighborhood A1, Phase 2.

Motion by Trustee Koehl, second by Trustee Weber to approve Ordinance 07-O-19, An Ordinance Approving A Final Plat and Final Planned Unit Development Plan for Rockwell Place, Neighborhood A2, Phase 2.

Clarke Environmental Contract

The contract was reviewed by the Board for 2007 service. It was determined that the automatic renewal provision should be deleted.

Motion by Trustee Brindise, second by Trustee Weber to approve the Clarke Environmental Contract as amended.

Ordinance establishing Prevailing Wages

Motion by Trustee Lennon, second by Trustee Koehl to approve Ordinance 07-O-20, An Ordinance Establishing Prevailing Wage Rates for the Village of Lakemoor.

Ordinance amending ordinance vacating road ( Fratello’s )

Motion by Trustee Weber, second by Trustee Koehl to approve Ordinance 07-O-21, Amending Ordinance No. 99-O-14, An Ordinance Authorizing the Vacation of a Portion of Gilmer Road in the Village of Lakemoor.

Vote taken.

Resolution concerning July 4^th Road Closure

Motion by Trustee Weber, second by Trustee Beach to approve Resolution 07-R-10, A Resolution Concerning the Closure of Route 120 for a Fourth of July Parade.
