A meeting of the President and Board of Trustees of the Village of Lakemoor was held on Thursday, August 9, 2007 in the Council Room at 234 West Rand Road, Lakemoor, Illinois.
Meeting opened at 7:04 PM.

Discussion and Approval of Agenda
President Povidas asked to have item # 1, under Old Business, Ordinance Approving 2007 – 2008 Annual Appropriations Ordinance to be moved after Executive Session on the agenda.
Motion by Trustee Weber, second by Trustee Koehl to approve the agenda as amended.

Citizen Comment
Joyce Clark, 291 Drydock complained there was a 20 ft trailer parking in the Ports of Sullivan, and requested that the police please check with them before allowing something like this to happen.
Maria Klasinski – Badger Meter Presentation
Representing Badger Meter, Maria Klasinski gave a presentation regarding the Badger water meter monitor and data profile transmitter. A complete copy of the quotation and presentation is available upon request in the Village Clerk’s Office.
Approval of the July 26, 2007 Board Minutes
Trustee Koehl questioned the July 26, 2007 Village Board Minutes and noted a change on page 9, 10 and 12.
Corrections and changes were made to the July 26, 2007 Board Meeting Minutes.
Motion by Trustee Lennon, second by Trustee Beach to approve the July 26, 2007, Village Board Meeting Minutes as amended.

Purchase Orders
Trustee McIntyre Purchase Order
Trustee McInytre requested that the purchase order for Kimberly Beach be added to the Bill’s Payables.
Motion by Trustee McIntyre, second by Trustee Brindise to approve the purchase order for Kimberly Beach for reimbursement for bingo prizes in the amount of $200.00 for Lakemoorfest BINGO.

Motion by Trustee McIntyre, second by Trustee Brindise to approve the purchase order for Home City Ice in the amount of $742.50 and to be amended on the final bill for Lakemoorfest ice.

Motion by Trustee McIntyre, second by Trustee Beach to approve the purchase order for Coca Cola Enterprises in the amount of $754.00 and to be amended on the final bill for Lakemoorfest pop.

Motion by Trustee McIntyre to approve the purchase order for Eder, Casella & Co. in the amount of $405.00 for the audit report called Management Discussion Analysis.
There was some discussion concerning the report.
Trustee McIntyre would like to withdraw his motion to determine if the report can be prepared by Village staff.
Motion by Trustee McIntyre, second by Trustee Beach to approve the purchase order to the Municipal Clerks of Illinois in the amount of $840.80 for the Clerk’s Institute and Academy.

Motion by Trustee Lennon, second by Trustee Weber to approve the purchase order for CDW-G in the amount of $611.87 for MS Software for the server for the Police department.

Approval of the Bills Payable
Trustee Koehl questioned several of the Bill’s Payables.
Trustee Brindise questioned page 13, ( Terry Gaylord ).
Motion by Trustee McIntyre, second by Trustee Brindise to approve the Bills Payables as amended by adding the purchase order for Kimberly Beach approved this evening

President Report – Virginia Povidas
President Povidas reminded everyone about Lakemoorfest and hopes everyone has good time.
President Povidas informed Trustee Koehl that the information he requested at the last Village Board Meeting isn’t quite ready to give him but Clerk Odarczenko is working on it.
Attorney Waggoner – Lisa Waggoner
Attorney Waggoner updated the Board regarding Jim Kanzler, the IDNR and the plan review process for the rock wall. The IDNR wants more of the wall built than is shown on the plan. Attorney Waggoner reminded the Board that Jim Kanzler owes the Village over $14,000.00 in retained personnel fees and the processing of Mr. Kanzler’s permit has been at the expenses of the Village. There was some lengthy discussion with the Board. Attorney Waggoner would like some direction from the Board on how to proceed with the Kanzler property because the owner wishes to apply for a building permit for a home. The Board advised Attorney Waggoner that no permit will be processed until the bill is paid in full.
Committee Reports:
Trustee Beach: Trustee Beach announced BINGO for Lakemoorfest is on Friday, August 10th, from 6PM to 8 PM and the Treasurer Hunt is on Saturday, August 11th , at 4 PM. Trustee Beach invited everyone to come.
Trustee McIntyre: Trustee McIntyre reported Lakemoorfest was coming along good
and the set up for Lakemoorfest will start on Thursday and finish
up on Friday morning. Trustee McIntyre wanted to invite everyone
to attend Lakemoorfest and asked for volunteers to help at
Lakemoorfest.
Trustee Brindise: Nothing at this time.
Trustee Lennon: Trustee Lennon informed the Board that she received a telephone call from Clerk Odarczenko informing her of a call the Village received for her from Grant Township. Grant Township called to invite Trustee Lennon to their Board meetings and she advised the Board she would be attending.
Trustee Weber: Nothing at this time.
Trustee Koehl: Trustee Koehl said his question was answered in the President’s
Report. Nothing at this time.
NEW BUSINESS:
Revocation of Ordinance No. 04-O-11 concerning 333 Wegner Road
There was Board discussion on the revocation and it was noted for the record that the owner was notified by certified mail but did not appear to be present.
Motion by Trustee Koehl, second by Trustee Weber to revoke the Conditional Use Permit issued by the Village of Lakemoor under Ordinance No. 04-O-11 concerning 333 Wegner Road. Due to the fact that the use was not established within one year of the issuance of the Conditional Use Permit.

Citizen Comment
Scott Fritzsche, no address given, informed the Board if the Village reported damage to the server to the surge protector company the insurance company will usually pay for any damage done by a storm.

OLD BUSINESS:
Ordinance Approving 2007 – 2008 Annual Appropriation Ordinance
Motion by Trustee Beach, second by Trustee McIntyre to approve Ordinance 07-O-27, Village of Lakemoor, Illinois, Annual Appropriation Ordinance as amended, by an addition of $15,000.00 expense for Capital Expenditure Building and $15,000.00 expense for Capital Expenditure Real Property in each of the parks and water accounts.

Property Acquisition
The Board unanimously agreed to direct Attorney Waggoner to make an offer on the property acquisition, discussed in Executive Session.
