A meeting of the President and Board of Trustees of the Village of Lakemoor was held on Thursday, October 11, 2007 in the Council Room at 234 West Rand Road, Lakemoor, Illinois.
Meeting opened at 7:05 PM.

President Povidas requested that Executive Session be added to the end of the agenda to discuss Possible Property Acquisition.
Trustee Beach requested that the Badger Meter Purchase Order be added after Old Business – Badger Meter Proposal.
Attorney Waggoner requested under New Business, item # 2, Ordinance for Cable/Video Service Provided Fee be deleted.
Motion by Trustee Beach, second by Trustee McIntyre to approve the agenda as amended.

Approval of the September 23, 2007 Board Minutes
Trustee Koehl questioned page 3 & 6 of the September 27, 2007 Village Board Minutes and noted a change on page 6. Trustee Koehl requested that the September 27, 2007 Village Board Meeting cassette tape be reviewed.
Motion by Trustee McIntyre, second by Trustee Koehl to table the September 27, 2007, Village Board Meeting Minutes.

Purchase Orders
Trustee Beach Purchase Order
Motion by Trustee Beach, second by Trustee McIntyre to approve the purchase order for Northern American Salt and not to exceed $20,325.00 for rock salt.

Trustee McIntyre Purchase Order
Trustee McIntyre requested that the purchase order for Recorder of Deeds for Liens in the amount of $52.00 be included in the October 11, 2007 Bill’s Payable.
Approval of the Bills Payable
Trustee Koehl inquired about page 12 of the Bill’s Payable.
Motion by Trustee Beach, second by Trustee Brindise to approve the Bills Payables as amended by adding the purchase order for Recorder of Deeds approved this evening.

Attorney Waggoner – Lisa Waggoner
Attorney Waggoner updated the Board regarding Comcast and AT & T. Attorney Waggoner spoke to Mr. Maloney, Government Affairs Director at Comcast, requesting he send the Village a new Comcast agreement.
Attorney Waggoner reported that she and President Povidas will be having a meeting with Chalen Hunter from the McHenry County Council of Government in hopes of getting information on grants and any new projects and to relay Village information.
Committee Reports:
Trustee Beach: Trustee Beach wanted to remind the Board about the October 22, 2007, Public Works Committee Meeting at 7:00 PM at the Village Hall to discuss building codes and possible locations for a dog park.
Trustee McIntyre: Trustee McIntyre requested President Povidas call a Committee
of the Whole Meeting for November 1, 2007, at 7:00 PM at the
Village Hall to discuss Lakemoorfest 2008 and to have a thank
you meeting to all the volunteers who helped during Lakemoorfest
2007.

Trustee Brindise: Nothing at this time.
Trustee Lennon: Nothing at this time.
Trustee Weber: Trustee Weber called an EDC Meeting following the Public Works Committee Meeting on October 22, 2007 at the Village Hall to discuss the Neighborhood Explorer. Trustee Weber requested that Linda Martorano and Kevin Lawson be present for the meeting.
Trustee Weber questioned why notice of the Village Meetings was not published in the Northwest Herald anymore.
Clerk Odarczenko said she would call the main office to find out why the Village Meetings are no longer published.
Trustee Koehl: Trustee Koehl informed the Board that he received a call from a
resident concerning the Kanzler permit/property. Trustee Koehl
has several concerns regarding Mr. Kanzler’s permit/property.
Trustee Koehl feels Mr. Kanzler has gone beyond the scope of his
permit and has pushed the envelop too far.
The Board members feel Charlie and the Chief of Police should
keep a close eye on the Kanzler property.
Trustee Koehl requested Charlie to look into a property within the
Village that’s diverting water runoff into the wet lands.
The Board requested that Charlie and Mark Rooney look into the
matter and report back to the Board and then if needed have
Attorney Waggoner follow up on it.
OLD BUSINESS:
Special Census Memorandum of Understanding
Attorney Waggoner explained she sent inquires to the census bureau via e-mail and the response was included in the Board’s Village Board packet.
There was some lengthy discussion concerning the Special Census and agreement provisions.
Trustee Koehl would like to see more research done and find out the additional costs.
Attorney Waggoner was directed by the Board to contact Shelly from Eder, Casella & Co. to get an estimate of additional charges for preparation of payroll for the census workers.
The matter was tabled until the next Village Board Meeting (11-25-2007).
Badger Meter Proposal
An explanation of the extended warranty on the Badger Meter/Orion equipment and software support was included in the Board’s Village Board packet.
Trustee Beach asked the Board if there were any questions concerning the extended warranty.
Purchase Order
Motion by Trustee Beach, second by Trustee Koehl to approve the purchase order for Badger Meter in the amount of $23,290.80 for Orion Meter Read Upgrade and Annual Maintenance.

NEW BUSINESS:
Rockwell Place – Presentation concerning Special Service Area and related matters
Representing Kirk Development Corporation, John Carroll updated the Board on Kirk’s purchase of the Utility Company, the ICC approvals and gave a presentation regarding establishment of a Rockwell Place Special Service Area for portions of the project.
There was some discussion by the Board concerning Kirk Development.
A complete copy of the presentation is available upon request in the Village Clerk’s Office.
Appointment of Full-Time Lakemoor Police Officer (Mark Paglini)
Motion by Trustee Koehl, second by Trustee McIntyre to approve the appointment of a full-time Lakemoor Police Officer Mark Paglini contingent upon his passing a physical at NIMC Occupational Health.
Vote taken.
