A Letter from the Village President
We’ve had a great year! It started with the annexation of our sewers to the Northern Moraine Reclamation District, lowering all of our sewer bills and it ended with our approval of the 74 acre commercial development at the corner of Routes 12 and 120. This will bring shopping opportunities, over 500 new jobs to our area and sales tax dollars to our Village estimated to be over 64 million during the first 15 years. In between, we adopted an ordinance to impose lag fees in future Annexation Agreements to aid the schools. We annexed the property at 700 W. Route 120 and Lakemoor’s first Doggie Daycare opens with lunch & doggie treats! We negotiated a cell tower lease which will bring in $24,000.00 of income per year to the Village, plus funds for park equipment. We completed the Cuhlman and Sullivan Lake Roads reconstruction. Our security lighting system upgrading is done at Heritage Park, and we continue to increase enforcement of ordinance violations for exterior issues. Planning for location and construction of the skate park is underway. We had a successful designation of Wegner Road/South Drive changed to a Federal Urban aid Route so that we can obtain federal dollars for improvements in the future. During the past year we also had a successful negotiation with the police union contract and our non-union employee’s benefits were upgraded. The Police Department moved into their new office’s giving a good police presentation to Route 120. We contracted with an outside agency for the Commercial Building Inspections. Our continuing projects are the development known as the Village Square, at Lily Lake Road, north of route 120, with residential and commercial development and the expansion of sewer and water services to the Western area of the Village. We will continue to maintain park areas and Lily Lake for the benefit of our residents. My goals for this year, include negotiating boundary agreements with our neighboring villages to continue to work on the plans for our NEW PUBLIC WORKS/BUILDING DEPT. BUILDING AND THE NEW VILLAGE HALL! Our Community Design committees are collecting information needed to further our plans for the centers. I also would like to create an overall plan for park improvements to the existing parks and new parks to create a wide variety of recreation opportunities for our residents. Overall, we need to work very close with our land planner and our engineer to keep as much green space as possible for our community. On the downside this past year, we ran out of water twice, on the hottest days of the year and on the coldest day of the year our boiler blew up. We hope our improvements made will eliminate those problems. We look forward to an exciting year for the Village of Lakemoor.

PUBLIC WORKS DEPARTMENT
The beach is open and children must be accompanied by an adult. There is no lifeguard on duty. Let’s keep our parks and beach clean. Don’t litter. Trash clean-up uses valuable time that could be spent on other Village projects. Pets are prohibited from the parks and beach and animal wastes negatively impact beach water samplings. Skateboarding is not allowed in the parks, especially on picnic tables. Parents are responsible and liable for damage caused by their children.
Watch for the construction of the new Village Cell tower being installed at Peterson Park at the end of Pine Grove road.
REMINDERS
Please report streetlight outages and location to the Public Works Department so the appropriate ComEd facility can be contacted.
Grass cutting season is here, the maximum length allowed in the Village is 8 inches, if you do not comply with the regulations you will be fined. Please cut your grass regularly. Pleases empty containers with water and clean gutters, this will avoid breeding mosquitoes and limit the mosquito population.
There is no more Spring Clean up in the Village due to our new Garbage Contract—the contract states that you can put out household furniture, carpet rolls, small auto parts, outdoor recreational equipment and bundled construction material and similar items, provided the items weight shall not exceed 50 pounds and dimensions shall not exceed five feet in length and two feet in height and two feet in depth. If you have any questions concerning on what Mundelein Jensen will pick up or not pick up please call them at 847-566-5159.
Building or Remodeling? Remember to apply for a building permit before starting on projects including roofs, sheds, decks and fences at lease 10 to 14 days prior to work, you will get fined if you do not have a permit.
School is out and please watch out for children playing in your neighborhood.
Please do not put the following items down toilets or drains; feminine hygiene products, disposable diapers, paper towels, prophylactics, grease, oils and toys. Also, washing machines should be equipped with lint catchers. Attention to the aforementioned will reduce sewer line and lift station maintenance, damage and expense. Recently there has been excessive grease buildup at the lift station on Darrell Road. Please dispose of cooking oils and grease in the trash.

POLICE DEPARTMENT
ATTENTION: LAKEMOOR PARENTS
Are you aware that ATV’s, golf carts, motorized “scooters”, Go-Peds, motor cross dirt motorcycles and other such vehicles can not be operated on the streets and sidewalks? The only place vehicles of this type may be operated is on private property with the consent of the property owner.
The Illinois Compiled Statutes in section 625 ILCS 5/1-145.00l defines a Motor Driven Cycle as “Every motorcycle and every motor scooter with less than 150 cubic centimeter piston displacement including motorized pedal cycles.” Section 625 ILCS 5/1-146 defines a Motor Vehicle as “Every vehicle which is self propelled …, except for vehicles moved solely by human power and motorized wheelchairs.” Motor vehicles are divided into two divisions – “First Division: Those motor vehicles which are designed for the carrying of not more than 10 persons.” The Illinois Compiled Statutes require that all vehicles operated on streets and highways have license plates issued by the Secretary of State, have brake lights, head lights, turn signals, etc. Additionally section 625 ILCS 5/11-1412.1 prohibits the Driving Upon Sidewalks and says “No person shall drive any vehicle upon a sidewalk or sidewalk area except upon a permanent or duly authorized temporary driveway. This section does not apply to any vehicle moved exclusively by human power nor to any motorized wheelchair.” All persons operating motor vehicles on streets and highways in the State of Illinois must be in the possession of a valid Drivers License.
The Village of Lakemoor does not have a specific ordinance pertaining to the operation and use of these types of vehicles. However, the Lakemoor Police Department does enforce all of the Illinois Compiled Statutes.
CHILD SAFETY SEAT INSPECTIONS
The Lakemoor Police Department offers free child safety seat inspection at the Police Department. Recent studies have shown that over 90% of all child seats are not used or installed properly. If you would like your seat inspected for proper installation or have general questions please contact the Police Department at 815 385 4111 to make an appointment. Installation of a seat is usually less than 15 minutes and can be done in the parking lot of the Police Station.
Paint ball guns - Parents did you know it is illegal to discharge these anywhere in the village limits. If caught discharging on buildings, water towers, cars, etc could result in a criminal damage to property arrest. If shot at another person an arrest for assault could result. It is against Lakemoor ordinances to shoot any firearm or bow and arrow within the Village limits.

Did you know that it is against Lakemoor ordinances to park on the street between 2 am and 6 am or to park on a surface that is not an approved surface such as your grass? Are you aware that you need to get a Lakemoor Village Tag for your Vehicle? If you have any questions about ordinances or State laws contact the Police Department.
KEEP OUR PARKS SAFE
Should you witness vandalism, after hours park use, criminal activities or graffiti occurring in any Lakemoor park please immediately contact the Police Department. Vandalism cost the Village of Lakemoor and the residents thousands of dollars each year. We need your help to cut the cost of maintenance, repair and clean up of park areas.

Prescription Drug Discount Card Program
Would you like to save money on prescription drugs? The NACo Prescription Drug Discount Card Program, available through the Lake County Health Department, can save you money at a time when Americans are paying more for prescription drugs than ever before.
The program is easy to use. There is no enrollment, no fee and no restrictions on how often it can be used. Cardholders simply present the card to a participating pharmacy anytime their prescription is not covered by insurance.
The program is sponsored by the National Association of Counties (NACo) and administered by Caremark. The cards may be used by all county residents, regardless of age, income or existing health coverage. The cards are accepted at 80 percent of the county’s pharmacies. A national network of more than 54,000 participating retail pharmacies honor the card.
Cards are available at the Village Hall. For a list of locations that offer the card, visit:http://www.co.lake.il.us/health/discountcards.asp. Since its launch in February 2005, Lake County’s prescription discount card has continued to help consumers cope with the high price of prescription drugs. To date, over 130,000 discount cards have been distributed throughout the county. Over 43,400 prescriptions have been filled using the card, saving Lake County residents a total of almost $490,000 and an average of 18 percent per prescription.
We do have discount cards for McHenry County at the Village Hall also. So stop by and pick up a card, every bit helps.
Flags, parade, and activities in Morrison Park. There are bike, wagon, and float decorating contests with awards. The Little Miss and Mr. Lakemoor contest will take place during the celebration. The winners receive a $50 bond each from the Lakemoor State Bank.
Everyone is encouraged to participate. Free Flags, pop, and juice will be provided. Parade registration at 8 AM at the Union Hall. Parade starts at 9:M. Lifeline Link-Up
TheLink-Up, Lifeline, and Universal Telephone Service Assistance Program (UTSAP) are programs to help provide financial assistance to qualified low-income households to help them obtain and maintain basic local phone service. The are administered by a not-for-profit corporation, the Universal Telephone Assistance Corporation (UTAC).
The programs provide financial assistance to participants in one or more of the following government assistance programs: National Free School Lunch Program, Temporary Assistance to Needy Families (TANF), Food Stamps, Medicaid, Supplemental Security Income (SSI), Low-Income Home Energy Assistance Program (LIHEAP) or federal public housing.
Benefits to eligible individuals and households include up to $40 off the cost of telephone installation and a monthly credit off the cost of basic local phone service.
To apply for assistance, individuals should contact their local phone company. For AT&T customers the number is: 888-256-5378. For Verizon customers the contact number is: 800-483-4000. Customers served by other local telephone companies should contact their company directly.

A Little Miss and Little Mr. Lakemoor Fourth of July contest is sponsored by the Lakemoor State Bank for children ages 4 to 6. Participants can ride a float and must wear red, white and blue. The winners of the contest will each receive a $50.00 savings bond.

Decorate your bikes, wagons, and dogs on a leash, antique cars, floats, boats and join in.
Judging for the floats will take place before the parade.
Registration for the parade is at 8:00AM on July 4TH at the Operating Engineers Local 150 Union Hall at the intersection of Darrell Road and 120. The parade route goes North on Darrell Road to Baker Street, then to Willow Road, Riverside Drive, and Tia Juana Drive, East on Route 120 to Morrison Park.
