Use light-colored or reflective costumes. Masks should not block vision.
Carry a flashlight or other light source.  Parents are reminded to inspect all candy before consumption.

BURNING

Enforcement of the Village’s burning ordinance will be strictly enforced.  Specifically:

* No materials other than those allowed by ordinance may be burned (leaves, tree trimmings, paper,cardboard)
* The burn must be responsibly attended at all times
* Materials creating toxic fumes or noxious odors are strictly prohibited
* Offenses against the burning ordinance are to be fined within the limits of the ordinance ($25 to $500 for each offense)
* It is unlawful to burn on December 25th and January 1st
* Fires must be 20 feet from any building unless in a secure furnace or enclosure for that purpose

 Do not burn on the roadways, it will destroy the roadway pavement.
Please be considerate of your neighbors.
To report burning violations call the Police Department.
 


Reminders for the upcoming snow season:
Snow plowing season is right around the corner.  Please remember all of the roads cannot be plowed at the same time.  The priorities are to open the roadways and widening of the intersections.  Parking on the roadway during snowfall is a ticketable offense.  If vehicles are in the way, plowing is less efficient and effective and in some cases impossible.  Mailboxes should be secure enough to handle the snow thrown during plowing. The clearing of  the mailbox areas is the property owner’s responsibility.

NEW RESIDENTS
Please be aware that Village vehicle stickers are necessary and can be purchased at the Village Hall.

The fine for failure to display a valid vehicle sticker is $25.
ALSO
If you are planning to build a fence, shed, deck, patio or swimming pool you need a building permit. If you are doing any remodeling, check with the Village building department regarding the necessity of permits.  Building permits require a minimum of 48 hours to process after receipt of all necessary documents.


 SEWERS, ETC.

Foundation drains are not permitted to drain into the sanitary sewer lines, violators will be made to correct the situation and will be fined.  Please do not put feminine hygiene products, disposable diapers, paper towels, prophylactics, grease, oils and toys down toilets and drains.  Also, wash machines should be equipped with lint catchers.

Trash cans & recycle bins are to be put out no earlier than Thursday evening and must be removed from the road area by Friday night.

Please report streetlight outages and locations to the Public Works Department so the appropriate ComEd facility can be contacted.
 


NEIGHBORHOOD WATCH
The Lakemoor Police will hold a Neighborhood Watch meeting at 6:30 P.M. at the Village Hall on Tuesday, October 21, 2003.  If you have concerns or questions or just want to meet others from the community please attend, everyone is welcome.  Should you not be able to attend and have questions or concerns please contact the Police Department.  We look forward to seeing you.
 
 


WILDLIFE - COYOTE SIGHTINGS
For those who do not know, there are coyotes in the Lakemoor area.  Outside food sources will attract them along with other wildlife such as raccoons and skunks.  Normally coyotes are not aggressive and they will run away if approached by humans unless they are cornered.  It is wise to be aware that they are in the area.  You can protect your pets by watching them when out and not attracting them to your yard by leaving out household kitchen scraps and pet food.

COYOTE FACTS
Coyotes have erect, pointed ears, a long snout and green wolf-like eyes.  They are carnivores and their bodies are approximately 3 feet long with bushy foot-long tails.  Colors vary from reddish-blonde to gray.  Coyotes probably mate for life and both parents tend the pups. Coyotes are most active at night when you may hear their mournful howls and usually hunt alone rather then in packs.  Coyotes subsist on carrion, birds, large insects and rodents and can reach speeds of more than 40 mph when running down animals such as rabbits.  Coyotes are highly intelligent, wary of humans and very adaptable.  Some people feel coyotes help control rodent populations.

FIREARMS – BOWS AND ARROWS
Paint ball guns - Parents did you know it is illegal to discharge these anywhere in the Village limits.  If caught, discharging on buildings, water towers, cars, etc could result in a criminal damage to property arrest.  If shot at another person an arrest for assault could result.  Shooting at animals could result in fines for discharging and for animal cruelty.

It is against Lakemoor ordinances to shoot any firearm or bow and arrow within the Village limits

ATTENTION:  LAKEMOOR PARENTS

 Are you aware that ATV’s, golf carts, motorized “scooters”, snowmobiles, motor cross dirt motorcycles and other such vehicles cannot be operated on the streets and sidewalks?  The only place vehicles of this type may be operated is on private property with the consent of the property owner.
 The Illinois Compiled Statutes in section 625 ILCS 5/1-145.001 defines a Motor Driven Cycle as “Every motorcycle and every motor scooter with less than 150 cubic centimeter piston displacement including motorized pedal-cycles.”  Section 625 ILCS 5/1-46 defines a Motor Vehicle as “Every vehicle which is self-propelled  . . ., except for vehicles moved solely by human power and motorized wheelchairs.”  Motor vehicles are divided into two divisions – “First Division:  Those motor vehicles which are designed for the carrying of not more than 10 persons.”  The Illinois Compiled Statutes require that all vehicles operated on streets and highways have license plates issued by the Secretary of State, have brake lights, headlights, turn signals, etc.  Additionally section 625 ILCS 5/11-1412.1 prohibits the Driving Upon Sidewalks and says “No person shall drive any vehicles upon a sidewalk or sidewalk area except upon a permanent or duly authorized temporary driveway.  This section does not apply to any vehicle moved exclusively by human power nor to any motorized wheelchair.”  All persons operating motor vehicles on streets and highways in the State of Illinois must be in the possession of a valid Drivers License.
 The Village of Lakemoor does not have a specific ordinance pertaining to the operation and use of these types of vehicles.  However, the Lakemoor Police Department does enforce all of the Illinois Compiled Statutes.

LAKEMOORFEST 2004

This is a call for volunteers to plan Lakemoorfest 2004.  Anyone interested in helping out on the committee planning next year’s Lakemoorfest, please attend the Economic Development Committee meeting schedule for Thursday, October 16th at 7:00 PM at the Village Hall.  If you cannot attend and want to help, please complete the coupon below and mail it to Trustee John Ferenzi at the Village Hall.

Mundelein Jensen Disposal

Yardwaste stickers and subscriptions end November 30th.  Yardwaste and garbage stickers are available at the Village Hall.  Pickup for bulk items should be arranged through Jensen and will be billed separately – call 847-566-0189.  PLEASE – no plastic bags in the recycling bin.
