Due to a substantial increase in housing construction, the Village of Lakemoor believes that the population has grown sufficiently enough to warrant conducting a Special Census.
 Since State income tax and motor fuel tax is based on a per capita distribution, an increase in the Village’s population means substantial increased revenues.  This additional revenue is helpful to pay for necessary Village services as well as holding the line on property tax bills.
 The Village urges residents to cooperate with the U.S. Census Bureau and census workers so that an accurate population count can be taken.  All information obtained during census interviews will only be used for the purpose of the Special Census.  No government agency, IRS, FBI, CIA, Welfare, Immigration or the Village can obtain your individual responses.  Moreover, the information cannot and will not be used for any municipal code enforcement.

PLOWING
Please remember, all of the roads cannot be plowed at the same time.  The priorities are:
 * Major road and intersections are cleared first
 * Primary collector streets are cleared by repeated plowing
 * Feeder streets, cul-de-sacs and dead-ends are plowed last
 Mailboxes should be secure to handle the snow thrown during plowing.  Clearing of mailbox areas is the property owner’s responsibility.  PARENTS:  KEEP YOUR CHILDREN AWAY FROM THE ROADWAYS AND THE SNOW MOUNDS CREATED BY THE PLOWS.  We know these snow banks are inviting to children but it is extremely hazardous.  In the past, plows have been in the process of pushing mounds back only to discover that some contained  children.  Please watch what your children are doing and say “NO” to them for their own safety.
PARKING
 Parking on the roadway when there is 1” or more of snowfall is a ticketable offense.  This prohibition is in effect 24 hours a day.   If vehicles are in the way, plowing is less efficient and effective and in some cases impossible.
DRIVEWAYS
 When cleaning your driveway, pile snow evenly along the right side as you face the road.  This will reduce the amount of snow that passing plows will deposit back on the cleared surface and assure you a better view of traffic in both directions when pulling out onto the road.  DO NOT PUSH, SHOVEL OR BLOW SNOW OUT ONTO THE ROADWAY.
SEWERS & GREASE
GREASE should not be disposed of into the sewer system.  Excessive amounts of grease cause buildup on sewer pumps and floats and cause lift station failure and added system expense.  Excessive grease disposal into the system can also cause failure of residential lines to the sewer main as well as in-home drains which may result in unnecessary plumbing expenses.  Paper towels, sanitary napkins, rags and disposable diapers must not be flushed into the system.

What you should know about the Traffic Stop Statistical Study

On January 1, 2004 a new State law went into effect requiring every law enforcement officer in the state to collect certain information whenever the officer stops someone for a traffic violation.  The law requires that this information be collected until December 31, 2007.

The information that officers must record includes:
*The driver’s name, gender and address
*The Officers Subjective Determination of the driver’s race selected from the following categories – African American, Asian/Pacific Islander, Caucasian, Hispanic or Native American/Alaskan Native (the officer will not ask the race of the driver)
*The traffic violation that led to the stop
*The make and year of the car
*The date, time and location of the stop
*Whether a search was conducted and if so whether the search was by consent
*The officer’s name and star number

The law requires that all police departments provide the information collected to the State every year for analysis to determine whether racial profiling exists.  For all other purposes, the driver’s and officer’s identification information is confidential.  An annual report on this study will be issued by the Governor.  The Lakemoor Police Department does not tolerate racial profiling or other bias-based policing and has a written policy against racial profiling.  All Lakemoor Police officers are trained not to engage in any form of bias-based policing.   The collection of this information may take some additional time on the part of officers.  If you are stopped for a traffic violation, please be patient while the officer completes the additional paperwork required by this new law.

What you should do if stopped by a Police Officer
Law enforcement is a difficult and dangerous profession.  Sometimes the safety procedures that officers use may appear unnecessary, but they are designed to ensure both your safety and the officers safety.  You should know what your rights and responsibilities are if you are stopped for a traffic or other violation.
Your Rights
**You should be treated with dignity and respect.  The officer or officers involved should be courteous and should tell you why you have been stopped
**Under no circumstances may Lakemoor Police officers ask you to a pay fine for a traffic violation at the time it occurs.  Asking for such payment, as well as making one, is illegal.  This should not be confused with being asked to post an appearance bond to assure your appearance in court.
**You have the right to have an inappropriate situation addressed.  If you believe that an officer has acted inappropriately during a traffic stop or other encounter you should report that conduct as soon as possible to the Office of the Lakemoor Police Department Chief of Police (815-385- 4111).  Try to have as much information as possible about the officer, including his or her name, star number and any numbers on the squad car as well as the exact date, time and location of the occurrence.


Slow down.  Pull Over as soon as you can safely do so.  If the police vehicle is unmarked and you doubt that the driver is an officer, drive below the speed limit to a well-lit, populated place and pull over or go the police station or attract the attention of a uniformed officer.
Stay in the driver’s seat with both hands clearly in sight on the steering wheel.  Do not exit your car unless asked to do so.
Comply with the officer’s request to see your drivers license, registration and proof of insurance.  If they are in the glove compartment or under the seat let the officer know and then follow his or her directions before retrieving them.
Avoid speaking in a confrontational manner or walking away from police officers, even if you think they are wrong.  Cooperate during the incident.

ISLAND LAKE PARKS & RECREATION
The Village of Island Lake is offering its park programs to the residents of Lakemoor at their resident rate.  In turn, Island Lake residents will be welcome at Lakemoor’s parks programs.  It is hoped that the cooperation between the two villages will make programs more cost effective and expand the variety of programs available.  A limited number of brochures on the Island Lake programs is available at the Lakemoor Village Hall.  Island Lake Parks office hours are Monday through Friday, 8:30 am to 4:30 pm.  Phone 847-526-4851.

Some of the programs available:  Creative Playtime Preschool, Special Preschool Activities, Youth Sports, School Days Off Field Trips, Dancing, Summer Camp Programs, and Parent/Child Events, Teen/Adult Activities such as Yoga, Dance, Boating, Senior Exercise and Senior Line Dancing.

   Illinois Snowmobile Reminders

No person shall operate any snowmobile within this State unless such snowmobile has been registered and numbered unless owned and operated on lands owned by the owner or operator.  Snowmobile operation is prohibited in the Village parks.  By law, snowmobiling on private property is prohibited without the express consent of the property owner.
Youthful Operators:  No person under 10 years of age may operate a snowmobile.
Persons at least 10 and less that 12 years of age many operate a snowmobile only if  they are  either accompanied on the snowmobile by a parent or guardian or a person at least 18 years of age designated by a parent or guardian.
Persons at least 12 and less than 16 years of age may operate a snowmobile only if they are accompanied on the snowmobile by a parent or guardian, a person at least 16 years of age designated by a parent or guardian or such snowmobile operator is in possession of a Snowmobile Safety Certificate issued by the Department of  Conservation, Division of Law Enforcement, authorizing the holder to operate snowmobiles.
Any person who operates a snowmobile on a  highway as provided in Article 5 shall (a) possess a valid motor vehicle driver's license; or (b) possess a safety certificate as provided for in this Section.  Any such person less than 16 years of age shall also be under the immediate supervision of a parent or guardian or a person at least 18 years of age designated by the parent or guardian.
Violations of this Section with the knowledge of a parent or guardian shall be deemed a violation by the parent or guardian and punishable under Article X of this Act (625 ILCS 40/10-1).

Trash a/k/a garbage is picked up every Friday. If a holiday
occurs during the week then pickup is on Saturday.  The Jensen cart must be at the curb by 6 AM on pickup day.  The Village has contracted limited service so that trash  collection is affordable for all.  If you have more garbage then can fit in the cart  you have two options:

*  Buy garbage stickers at the Village Hall if you have additional
   trash on an occasional basis.
*  Obtain another cart from Jensen if you consistently have more
   than one cart of trash.  Jensen will invoice you separately and
   monthly for this additional service.

Trash carts are not to be used for construction debris and are the property of Jensen Disposal.  It is unlawful to take carts that were not specifically designated for your residence by The Village Public Works Department or Jensen Disposal 847-566-0189.

Reminder:  On garbage days when plowing is necessary, PLEASE place containers well back from the roadway so a passing plow won’t strike them. Move containers back to their stored position as soon as possible.  This helps everyone involved work more efficiently!  - Thank you
